RICAR Business Consulting LLC (RBC) was founded by a decorated U.S. Army veteran with over 21 years of leadership experience in logistics, procurement, and acquisition management. What began as a personal commitment to national service has grown into a certified, high-performing consulting firm trusted by agencies and organizations at the federal, state, and local levels.

The founder’s military journey connects frontline operations with institutional strategy. Over his first 10 years of active duty as a 92Y (Unit Supply Specialist), he managed property accountability, coordinated transportation, and ensured supply chain readiness across global missions. In the subsequent 11+ years as a 51C (Contracting Officer), he implemented complex acquisition strategies, provided FAR/DFARS-compliant contracting support, and oversaw cradle-to-grave procurement operations. These dual roles in logistics and acquisition form the foundation of RBC’s unique ability to deliver mission-aligned consulting, operational continuity, and audit-ready solutions.
