Ricardo A. Bailey

Ricardo A. Bailey is a retired U.S. Army Master Sergeant with more than 21 years of service on five continents, including four combat tours and operations in Africa, Europe, and Central America. For most of that career he was the person accountable for the decision: leading teams, running supply chain and property operations under pressure, and, as a warranted Contracting Officer with Army Contracting Command and U.S. Special Operations Command, deciding what got bought, on what terms, and whether the cost was justified. In that role he reviewed and approved nearly $1 billion in spending requests and documented more than $500 million in savings. He later served as operations manager and senior instructor at the Army Logistics NCO Academy, where he trained the Army's senior contracting leaders and mentored senior leaders across the logistics enterprise. He founded RBC to bring that same accountability to organizations, public and private, that need their hardest problems solved and executed, not just diagnosed.

  • Member, U.S. Army Acquisition Corps (2018)
  • DAWIA Certified Contracting Professional; former warranted Contracting Officer, Army Contracting Command and USSOCOM
  • M.A., Procurement and Acquisition Management, Webster University
  • Bronze Star Medal
  • Senior Instructor, Army Logistics NCO Academy: leadership development of 3,000+ service members
Engagement Staffing

How RBC Staffs an Engagement

Every engagement is led by a named principal who is accountable to the client from first conversation through final governance review. Consultants and subject-matter specialists are assigned by domain, whether acquisition, logistics and supply chain, organizational performance, or strategic advisory, and by the clearance, certification, and experience the work requires. All work product moves through RBC AxiomPath, where findings and deliverables are reviewed and approved by someone other than the author before a client sees them. No consultant represents RBC to a client without meeting that standard. Consultants are profiled here as their roles are confirmed.

Why RBC Exists

A Note from the Founder

I founded RBC to put twenty-one years of experience to work for others. My conviction is that the expertise I have gained is meant to be shared, and problem-solving, coaching, and teaching are how I do that. RBC does not exist to be another consulting company; it exists to be a lifelong partner. We do not sell. We build relationships people can count on in any circumstance, and we earn our place through integrity, competence, and results that drive meaningful change. Success, to me, is a client who does not just feel satisfied, but who sees real value driving growth inside their organization. That is how lasting partnerships are built, and it is why RBC should be the first thought, never the afterthought.
